Umatilla County recently began allowing text messaging to 911 dispatch in an emergency. In Union County, the state has to change some hardware to let the same thing be done there. But if the county chooses to implement it, additional equipment will be necessary. While dispatchers say they would prefer to speak to those needing emergency help, sometimes texting would be helpful, especially for those with hearing or speech difficulties, or for someone who needs help when speaking out loud could put them in more danger.
