On Wednesday, March 21, 2018 troopers from the Oregon State Police arrested 19-year-old Andy Rubio in Wasco County, Oregon. The arrest was related to a criminal incident that began in La Grande on February 22, 2018. Rubio is a resident of Salem, Oregon.
The La Grande Police Department, Salem Police Department, Oregon State Police, and the Union County District Attorney have worked cohesively during the course of this investigation.
On February 22, 2018 Rubio arrived in La Grande where he made unwanted contact with his ex-girlfriend. Rubio assaulted the victim and then made her drive him in her vehicle back to Salem. The victim was assaulted in La Grande and during the trip to Salem. The victim made an initial report to the Salem Police Department, who notified investigators in La Grande.
Rubio returned briefly to La Grande on March 21, 2018, before departing again out of the area. Through coordinated efforts between LGPD, OSP and Union County District Attorney Kelsie McDaniel, Rubio was located and arrested in Wasco County.
Rubio has been arrested on a Union County warrant for the following crimes:
- Sodomy I – A Felony
- Kidnapping I – A Felony (2 counts)
- Coercion – C Felony
- Strangulation – C Felony (2 counts)
- Assault IV constituting Domestic Violence – A Misdemeanor
This investigation is ongoing and additional charges are pending.
